ClearTeam Explorer Default Editor

Based on the Window -> Preferences -> Editors, there is this option for file association. Instead of setting each file one by one to be opened with my preferred editor, Users just want to set their default editor (e.g. text editor) for all types of files to be opened.

I'm pretty sure that this is a function picked up from Eclipse. According to https://www.eclipse.org/eclipse/news/4.6/platform.php#text-editor-selection-strategy, what you're looking for is available in Eclipse 4.6.

Unfortunately, the Standalone CTE client is based on Eclipse 4.4 (Mostly so it CAN be provided on Solaris, which has no Eclipse versions past 4.5). However, you can get the capability if you install the CTE plugin into an existing 4.6-4.11 Eclipse instance.
