audit-1.0 does enable /ibm/api

Further analysis indicates that the audit feature includes REST event handling. This inclusion might have inadvertently activated the REST feature, leading to the enabling of /ibm/api.

The architects suggested that the new version of audit feature is needed to address this issue (the changes that would need to be made necessitate the creation of a new version).

Also, please note that this also confirms that what you are requesting is not possible in the current version of the feature

audit-1.0 includes the protected feature com.ibm.websphere.appserver.auditCollector-1.0 which includes restHandler-1.0. To be extra clear, audit-1.0 includes the protected feature com.ibm.websphere.appserver.auditCollector-1.0 which includes restHandler-1.0

com.ibm.ws.security.audit.source has MemberManagementEvent and RESTAuthorizationEvent. Those are the only rest handler related things I can see.
