Support SP initiated SAML support

System: WebSphere Application Server
Actor: User needing broader support in existing feature

The current WebSphere SAML support via SAML TAI only supports specific Identity Provider (IdP) initiated scenario, or as frames it "SP Redirect to IdP Web SSO"[1]. There is no support for other SAML scenarios.

Description:
Support for Service Provider (SP) initiated SAML is more convenient for the end user, supported broadly by the existing Identity Management products implementing Identity Provider roles, WebSphere Application Server by not supporting SP initiated SAML scenario makes the existing SAML support of limited use and forces the development of custom SAML integration/solution. Implement support for SP initiated SAML, or in the terms of [1] solicited SAML response, in the SAML TAI support.
